Description
The Idaho Department of Environmental Quality (DEQ) is hiring a water quality engineering manager for our Lewiston Regional Office. This position provides compliance assistance to communities and industries that manage systems regulated by the Idaho Rules for Public Drinking Water Systems, Wastewater Rules, Recycled Water Rules, IPDES Rules, and Ground Water Quality Rule. This position is responsible for managing engineering functions and technical staff responsible for administering the Idaho Water Quality Standards.

Example of Duties
Personnel Management:
Manage staff performance to achieve annual performance measures and objectives within negotiated budgets.
Complete annual performance evaluations and ensure that staff follow DEQ policies and procedures in the course of completing duties.
Support staff professional development.
Program Management:
Coordinate with the bureaus to identify priority initiatives, negotiate budgets, negotiate performance measures, and direct resources accordingly to achieve programmatic goals.
Programs include recycled water, wastewater drinking water, ground water, source water, IPDES, grants and loans, and solid waste.
Environmental Compliance:
Direct and supervise activities to ensure compliance with applicable state environmental rules and laws, including complaint investigation, routine inspections, permit issuance, and review and approval of engineering plans.
Negotiate formal and informal resolutions to violations of rules and laws with appropriate and applicable compliance tools such as enforcement referrals, notices of violation, consent orders, compliance agreement schedules, and civil complaints.
Work with responsible parties to comply with enforcement agreements.
Environmental Outreach:
Assist stakeholders in understanding and complying with state and federal environmental rules through outreach efforts.
Promote, as appropriate, DEQ programs and services, such as the grants and loans programs, to encourage improvement of public utilities for increased public health and reduced environmental impacts.
Minimum Qualifications
Licensure: Licensed in Idaho as a Professional Engineer (PE); or be eligible for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12;
AND
Valid driver’s license.
Level I knowledge of: management practices.
Experience: supervising engineering staff; interpreting and applying federal, state, and local laws pertaining to a specific engineering discipline; evaluating engineering projects and making decisions relative to their merit; writing engineering reports and correspondence; reviewing and critiquing engineering analyses; making oral presentations to groups relative to the merits of engineering applications.

Desirable Qualifications (not required to qualify for the position but additional points will be awarded to applicants who meet this criteria):
DEQ 2884 Water Quality – Good knowledge of state and local government operations pertaining to Water Quality. Typically gained by at least four (4) years of professional (POST P.E. LICENSURE) engineering experience planning, designing, or reviewing engineering plans for water or wastewater facilities; providing engineering support for water or wastewater facilities or solid waste projects; working with a consulting engineer or a state or federal agency dealing with the areas above; OR completion of an MS in an engineering field (chemical, agricultural, or other related degree) AND approximately three (3)years of post licensure experience planning, designing, or reviewing engineering plans for water or wastewater.

Physical requirements:
Ability to sit and work on a computer for 2-4 hours at a time
Ability to reach and bend for filing purposes
Some periods of heavy reading and typing required
Ability to lift 30 pounds when working with file boxes
Some travel may be required
Must have a valid driver’s license
Ability to climb ladders, staircases, work on uneven terrain
Ability to lift and carry up to 30 pounds over rough terrain
Ability to work in adverse or inclement weather
Ability to work in extreme hot or cold temperatures both outside and inside
Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain
May work in vicinity of loud noise
May be required to travel and stay overnight in remote areas
May come into contact with hazardous waste/materials
