Job Description : This position serves as a transportation specialist in Traffic Engineering and Safety Division (TESD) on planning, designing and constructing local, capital and federal projects.
Duties and Responsibilities
The incumbent will prepare/review plans, specifications, estimates and corresponding agreements for installation of exclusive bus lanes, protected bike lanes, pedestrian facilities, traffic signal systems and channelization; perform/review expert transportation engineering/planning duties associated with investigating and analyzing street traffic conditions to determine the need for traffic control measures; perform/review traffic engineering studies, capacity/LOS analysis, warrant analysis, sign/marking maintenance requests, traffic impact studies, traffic calming, parking regulations, work zone safety, maintenance of traffic plan, traffic control plans (TCP) approval & inspection, and special event traffic control; represent the District Department of Transportation (DDOT) in discussions with ANC groups, professional groups such as engineers, architects, lawyers, etc., and others that may be directly concerned with traffic problems.
Qualifications and Education
Undergraduate and Graduate Education: Major study – accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.
Bachelor’s degree in Engineering or Science is highly preferred.
Work Experience (Preferred): Three years of progressive experience as an engineer or a planner; degree can be substituted with 2-year post-secondary education leading to an associate degree or a certification plus 5 years of additional experience in the transportation engineering industry.
Licenses and Certifications
The incumbent must possess and maintain a valid driver’s permit to operate motor vehicles.
Work Conditions/ Environment
The work is performed in the normal office setting and in-the-field, when investigating and analyzing street traffic conditions and conducting traffic studies, etc. Field work may bring the incumbent to construction sites and in contact with construction materials (soils, concrete, asphalt, steel, etc.).

Collective Bargaining Unit: (Union): This position is in the collective bargaining unit (union) represented by AFGE Local 1975 and you may be required to pay union dues through direct payroll deduction.
Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
Incumbent is required to perform work after normal duty hours, attend community meetings, and may be required to be on standby duty status, 24 hours a day, seven days a week.
