Position Information

The Dallas District Project Delivery Office Hydrology and Hydraulics Group is looking for a Transportation Engineer Supervisor to manage and oversee the District’s H&H section and manage various drainage and bridge projects for the Dallas District based in Mesquite, TX. This includes overseeing the district’s bridge project portfolio and managing the team members that serve as in-house designers, drainage reviewers for PS&E projects, and consultant contract project managers. This position will provide the opportunity to gain valuable experience with project delivery including working on the early phases of project development or managing a project through the PS&E stage to letting the project to construction. This position also will gain experience on coordinating important project activities with local officials, area offices, ROW and utility offices.

General Description

Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and/or bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Duties

Responsibilities for this position include:
Advises staff engineers.
Chairs or serves as a member of a contract selection team
Coordinates with area engineers on design and plan preparation.
Designs, sketches and recommends bridge repair procedures
Develops and monitors budget.
Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
Establishes, modifies or interprets applicable standards, rules, methods, procedures, practices and policies
Interprets laws, rules, and regulations pertaining to professional services contracting to ensure compliance with Department and governmental regulations.
Makes presentations and represents TxDOT.
Monitors consultants’ progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant’s compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant’s performance.
Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.
Negotiates fees, explains scope of work and monitors consultant design contracts
Participates in district plan review activities.
Performs, reviews and monitors detailed investigations, data collection, analyses and coordination of bridge related research and recommends cost effective project level design for new, rehabilitated and reconstructed bridges.
Prepares and submits Plans, Specifications and Estimates (P. S. & E.) on projects.
Prepares correspondence and reports.
Recommends prioritization of bridge replacement, bridge rehabilitation and repair of damaged bridges.
Represents the Department at meetings, conferences and related activities.
Responsible for district highway/bridge design functions.
Serves as a project manager overseeing consultants performing advanced and complex engineering work.
Trains engineering staff
Performs other job responsibilities as assigned.

Education

This job requires the following:

Bachelor’s Degree in an Engineering related discipline
Work Experience

This job requires the following:
4 years in Transportation engineering
(Experience can be satisfied by fulltime or prorated parttime equivalent)
No supervisory experience required.
Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications

The following Licenses and/or Certifications are required for this job:
Licensed Prof Engineer
Safety Impact Certificate
Other Conditions:
Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
This is a Safety Impact position and will be subject to random drug testing.
