The Public Service Commission of Wisconsin is currently recruiting for a Senior Energy Markets Engineer in the Office of Regional Energy Markets. This position directly contributes to the practical understanding of engineering issues and problems facing electric utilities in Wisconsin.
This position contributes technical expertise on multidisciplinary issue teams associated with wholesale energy markets, transmission planning and forecasting, purchase power agreements, generation resource adequacy, adequacy of the transmission system to export and import power, environmental externalities, distributed energy resources, short- and long-term electric supply and demand assessments in Wisconsin.
The Public Service Commission (PSC) is an independent state agency that is responsible for regulating more than 1,100 Wisconsin public utilities, which provide electric, natural gas, combined water and sewer utilities, and certain aspects of local telephone service to households and businesses throughout the state! Position Summary
The primary responsibilities of the Senior Energy Markets Engineer (Public Service Engineer Senior or Advanced) involve the review and analysis of electric transmission plans for reliability and resource adequacy purposes, including the performance of transmission systems within the regional energy markets as defined by the Midcontinent Independent System Operator (MISO), other regional transmission organizations/independent system operators (RTO/ISO), and Regional State Committee (RSC) involving state and federal authorities including the Commission, as assigned by the Director of the Office of Regional Markets, the Director of the Bureau of Electric Analysis and Engineering (BEAE), or the DERA Administrator.
The research and analysis performed will contribute to the practical understanding of electrical and power system engineering issues and problems facing electric utilities in Wisconsin. This position will sometimes act as an electrical engineering subject matter expert on various issues or projects pertaining to electric generation, distribution, and transmission system plans or proposals, primarily through the application or review of power flow, economic dispatch, and expansion planning assumptions and models.
This position will be hired at the Senior or Advanced level depending on qualifications.

Salary Information
Starting salary for the Public Service Engineer Senior (pay schedule-range 14-13) is $65,000-$81,120 ; for Advanced (pay schedule-range 14-13) is $72,800-85,196 . A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. Qualifications
Minimum Requirement:
4-year degree in engineering or a related field, EIT credential, or Professional Engineer (PE) credential
In addition to the above requirement, qualified applicants will also have experience with all the following: Experience working with electrical engineering theories and principles as related to power generation, transmission, or distribution systems. Experience and/or training with electric utility planning processes. This experience may include: transmission and distribution planning practices or using generation expansion planning, power flow analysis, or production cost modeling tools, such as PowerWorld, EGEAS, PROMOD, PSS/E, MATLAB or similar models. Experience developing technical presentations, updates, or reports to a varied audience or group of stakeholders
Candidates at the Advanced level will have: experience working with regional transmission organizations and independent system operators, including all aspects of the associated energy markets; coordinating or leading a team or project(s) (formal or informal), being responsible for meeting deadlines, planning work, and assignment or project completion; and experience with public utility engineering (may include analyzing federal, state or regional regulations as they impact utility operations, transmission planning and cost structure; experience working with rates and rules, service areas, power system and operating practices, and characteristics of Wisconsin electric utilities; experience working with utility regulation theory and with Regional Transmission Operators or Independent System Operators).
