Job Description
RESIDENT ENGINEER
The Company: Quality Testing, LLC (QT) has been helping owner agencies, contractors, construction managers, engineering consultants, and private developers achieve and document the quality of their construction activities and processes since the year 2000. Although quality programs within the heavy civil construction industry will vary depending on numerous agency and project driven factors, successful programs always involve a well-orchestrated combination of technical resource management, product workmanship verification through inspection, and physical property quantification through materials testing. As an Arizona based engineering firm, QT provides an array of construction services in each of these quality program major functional areas.
This position administers and oversees construction projects to ensure that projects are built according to the contract specifications, and that the design is compatible with conditions encountered at the project site. Duties include supervision of subordinate personnel; determining acceptability of materials furnished and work performed; preparing contract supplemental agreements as needed; verifying and documenting adherence with all applicable safety and environmental standards; monitoring contractor activities, material testing, documentation and payments; tracking project progress schedules, budgets and scope, and may supervise operations of a field office. Working under the general direction of a higher level engineer, this position exercises considerable and significant independent judgment within established program parameters, policies and procedures, with authority to approve or disapprove work and assign priorities as required related to specific area of assignment.
Job Requirements

Study, documentation and development of detailed technical solutions and reporting in the prescribed format
Reading and interpreting federal, state and local codes and regulations to prepare or utilize reports used in work activity
Giving and receiving information requiring judgment and knowledge regarding current and specific business practices
Attending supervisory or work system related meetings to give and receive information, participate in problem solving and make decisions
Pursuing self-improvement training to further professional development
Proper use, operation, and maintenance of assigned equipment
Examples of Duties (individual positions may be responsible for some or all listed)
Managing the flow of project information and paperwork including supervision of electronic and paper filing procedures and systems to ensure proper archiving of project records
Active participation in partnering workshops, and effective use of project partnering principles for relationship management, intervention and conflict resolution
Facilitation and/or monitoring of weekly project meetings and the project schedule
Review and pre-approval of mix designs to ensure that aggregate gradation limits, asphalt to dust ratio, and the method of adding admixture to aggregate are in compliance with specified mix design criteria, and that the facility used to perform the mix design is an approved lab
Supervision of paving activities to ensure that materials, methods, procedures, techniques used and the final product are in compliance with federal, state statutes and agency standards, policies, standard specifications, and procedures, and industry standards
Use of PEN/Quantlist and FAST modules (CPE, SATS, Contract Card, Materials) to review inspector diaries, Contractor payments, supplemental agreements, budgets, contract issues and materials testing results on ADOT projects
Construction Engineering Manpower Management System (CEMMS) labor coding on ADOT projects
Supervision of Stormwater Pollution Prevention Plan (SWPPP) Best Management Practices (BMP) selection, implementation, and maintenance
Review and approval of Contractor submittals and/or distribution for approval by others
Creation and/or review and approval of cost analyses for supplemental work agreements; authorizing and approving contract changes
Review and approval of traffic control plans and procedures in accordance with policies, specifications and American Traffic Safety Services Association (ATTSSA) guidelines
Attending professional work seminars, meetings, conferences as a participant and representative of the client
Conferring with representatives of other agencies, communities, consultants, contractors and the public as the representative of the client
Conferring with subordinates to discuss work processes, incidents, problems and plans to make and develop work-related practices
Developing and implementing appropriate standards, procedures and priorities related to area of assignment
Searching plans, maps, records, and technical journals for information regarding current professional practices and procedures
Reviewing work products from subordinates, consultants or other personnel, providing technical direction and guidance
Acting as technical staff engineer engaged in the performance of senior journey-level professional engineering work
Calculating land areas, earth work horizontal and vertical alignments, materials quantities and other quantitative measurements using geometric and trigonometric computations
Minimum Requirements
Must have current Arizona PE license and five or more years of relevant experience
Administration experience on construction projects that include a wide variety of paving types, including AC, recycled AC (RAP), ACFC, ARAC, AR-ACFC, and PCCP
Superior verbal and written communication skills
Knowledge of principles and practices of civil engineering as applied to design, development, construction and maintenance of roadways and highway systems
Knowledge of federal and state statutes, and agency standards, policies, standard specifications, and procedures applicable to the area(s) of assignment
Knowledge of methods, procedures, and techniques used in construction project inspection, survey, materials testing, documentation and archiving
Knowledge of safety and public relations practices
Knowledge of methods, procedures and techniques utilized in management of assigned resources
Knowledge of computer software and applications as they pertain to area(s) of assignment, including proficiency with the MS Office Suite (Word, Excel, Outlook) and Windows OS
Knowledge of research techniques related to highly complex assignments
Abilities Required (Individual positions may be subject to some or all of the conditions listed)
Withstanding exposure to extreme weather conditions in construction areas located in rugged terrain and/or subject to traffic hazards
Frequent travel to work in remote locales
