Job Description : As the Utilities Project Manager on the $3.3BN Hampton Roads Bridge Tunnel Expansion Project (HRBT) in Virginia, you will work with the Utility Owners, Agencies, and Designers to track their status and assure the completion of the utility relocations and permit approvals according to project schedule. This person will also generate reports and compile all necessary information to control and claim its costs to the owner.
The Hampton Roads Connector Partners JV (HRCP) consisting of Dragados, VINCI, and Flatiron has been selected to construct the $3.8BN Design Build project –the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT).
The project scope across a 9 mile section of the I-64 will include: a new 3.5-mile bridge-tunnel crossing that will accommodate a total of 8 lanes of capacity across the water, replacement of the existing marine approach bridges and the addition of a third lane on I-64 in each direction. The twin 45’ diameter 1.5-mile tunnels will be bored by TBM, creating the second largest TBM tunnel opening for a TBM in North America. The project is expected to continue to the end of 2025.
POSITION SUMMARY:
The Utility Manager will work with the Utility Owners, Agencies, and Designers to track their status and assure the completion of the utility relocations and permit approvals according to project schedule. This person will also generate reports and compile all necessary information to control and claim its costs to the owner.
RESPONSIBILITIES:
Coordinates with different Utility Owners, agencies, departments, Bachelor Degree required and subcontractors involved within the specified segment.
Ensure coordination of the involvement of Utility companies.
Ensures compliance with all applicable regulations.
Ensures construction is in accordance with its defining documents.
Generates all necessary reports and directly communicates with clients/utility owners/agencies.
Obtain activity durations for all Utility Relocation Work‐related activities from the respective Utility Owner and work with Project Scheduler for incorporation into the Project Schedule.
Prepare notifications such as Utility Interruption Notifications or Utility Commencement of Work Notifications, and submit to the owner and property owners, and maintain a record of such communications.
Prepare Utility Interruption Information reports.
Prepare and conduct Utility Coordination Meetings, and prepare and submit to the owner the Utility Coordination Meeting Minutes.
Prepare and maintain Utility Information Forms according to the contract requirements.
Prepare reports for cost reimbursement according to contract requirements.
Ensure that the works are carried out within the budget.
Ensure that the works are carried out as per the schedule.

QUALIFICATIONS:
Required:
Bachelor Degree from an accredited institution.
Minimum 15 years’ experience working with Utility Owners, Agencies and Permits.
Preferred:
Bachelor’s degree in Engineering highly preferred.
Construction engineering experience.
Experience working with local (State of Virginia) Utility Owners.
Experience with the planning, installation and testing of water distribution systems highly preferred.
Experience with the planning and installation of storm and sanitary sewer systems highly preferred.
Experience with trenchless technology, utility relocation/offsets and working in urban right-of-way highly preferred.
Proven skill and ability in managing and providing technical input to engineering teams in a design build environment, setting clear expectations and delegating tasks to direct reports regarding role and responsibilities as required.
Advanced planning and scheduling skills.
Able to manage multiple engineering tasks in a fast paced environment and progress them all towards a common goal.
Advanced knowledge of contract specifications and quality assurance practices.
Able to identify budget and project costs and recommend options to mitigate project delays.
Strong verbal, written and presentation skills.
Strong knowledge of financial reporting methods, quantity tracking methods and cost coding.
Able to drive direct reports and influence non-reporting teams towards a common deliverable.
Able to identify and implement growth opportunities in direct reports to build talent development within project team.
Ability to assume responsibility, interface and communicate effectively with others.
