SITUATION IN ORGANIZATION:
Position reports to the Operations Manager. Position requires direct interaction with other departmental managers and staff positions to exchange information and ideas directly related to the success of the Houston plant.
JOB DIMENSIONS:
Responsible for managing the site Process Safety Management (PSM) Program. Key responsibilities in the PSM program include the planning and completion of the Process Hazard Analysis (PHAs) for the facility as well as driving closure of site PHA action items and the execution of projects to close gaps identified during the PHA process. Responsible for improving site process safety managements systems. Responsible for ensuring that all AIMS HESQ policies & practices (ISO 9001, 14001, 18001 & RCMS) are followed by all personnel. This includes compliance with all legal and regulatory requirements, (OSHA, EPA, TCEQ regulations and permits) quality systems, and safe work permit practices. Accountable for tracking and reporting site process safety metrics. Facilitates a healthy audit program at the Houston site.
KEY ACTIVITIES AND RESPONSIBILITIES:
Environmental (10%):
Support full environmental compliance and optimal environmental performance.
Ensure that permit compliance data and new permit applications are reviewed and are consistent with best engineering practices.
Safety (10%):
Support full compliance of all Safety related regulatory requirements including: OSHA, PSM, RMP, AIMS and Company Policies.
Process Safety Management (70%)
Accountable for plant PHA, eMOC and IMPACT action item processes.
Responsible for giving PSM guidance on all site projects and MOC’s.
Develop and manage the site SCS list.
Responsible for driving open PHA Action Items at the Houston site to closure.
Develop and facilitate PSM training program for site personnel.
Develop best practices, procedures and innovative solutions to improve process safety.
Drive procedure use culture at the Houston site and actively participate in procedure improvement.
Ensure site Process Safety Information is up-to-date.
Conduct timely incident investigations, event reviews and REX communications.
Establish and conduct routine audits of PSM processes (MOC, PHA, Procedures, Investigations, etc.).
Participate as the SME in AIMS/PSM/ISO audits.
Contribute and support all other site PSM-related activities, including (and not limited to) turnarounds, emergency operations, etc.
Operation and Technical Support (5%):
Support engineering project work. Responsible for some small projects.
Development (5%):
Develop skills required to support Houston plant through professional development of technical skills, interpersonal relationship skills, management skills, and community relations.
Leads technical training and development for junior process, production, and developing engineers.
Ensure that specific goals are developed that corresponds with Plant objectives and initiatives.
CONTEXT AND ENVIRONMENT:
Position reports to the Operations Manager.
The individual must have a sound knowledge of technical aspects of the Houston Plant, and of the business situation as related to the operation of the process.
Individual must be able to communicate on multiple levels of organization and manage multiple tasks required by the plant.
May participate in training and audits of other sites.
Supports the site HES policy and complies with all regulatory and internal requirements.
Participates in HES activities provided by site management and Arkema Inc. (e.g., Behavioral Base Safety, SafeStart, etc.).
Supports and promotes the reporting of all health, safety, environmental, near-miss, accident or injury incidents.
REQUIRED EDUCATION/QUALIFICATIONS/WORK EXPERIENCE:
B.S. Degree in Chemical Engineering.
8-10 years’ experience with chemical process unit operations.
A working knowledge of the following federal health and safety regulations: OSHA 29 CFR 1910.119 Process Safety Management of Highly Hazardous Chemicals; EPA 40 CFR 68 Chemical Accident Prevention.
DEMONSTRATED COMPETENCIES:
Ability and skill to understand and troubleshoot chemical processing to enable facility staff to achieve production goals.
Communication and presentation skills are necessary to convey interpretation of process data and recommendations for improvement.
Proficiency in MS Office.
Strong technical knowledge and skillset.
