In this role, you will be part of the team responsible for increasing access and reducing barriers to solar in Oregon’s regulatory environment. As the Policy and Regulatory Affairs Director, you will lead the effort to improve Oregon’s regulatory, permitting, codes and siting rules for solar.This role requires the professional to collaborate effectively with internal staff, contractors, and board members, and actively engage external stakeholders including utilities, government officials, regulators, energy consumers, and public interest groups to drive favorable energy policies and regulations. The role requires a deep understanding of energy industry trends and a strategic perspective on the sector’s future; a solid understanding of how electric utilities operate and the fundamentals of their regulatory environment; and the ability to identify, build and cultivate partnerships with energy industry stakeholders. The role also requires strong technical and analytical ability to navigate today’s complex electricity policies, regulatory frameworks, siting laws, permitting, and market structures.The suitable candidate should operate with a strong equity lens and have experience working collaboratively with a variety of stakeholders, policy leaders and government agencies to influence regulatory activities and market developments that affect the future of solar energy in Oregon.Responsibilities and Duties: · Closely monitor and participate in Oregon Public Utility Commission workshops, dockets and rulemaking, submitting written comments and testifying virtually and in-person.· Build and maintain high-level relationships with energy market stakeholders, policy leaders and government agencies to develop conceptual design and policy for future market initiatives in Oregon.· Assist the Executive Director in legislative work when needed.· Track the state code cycle and work to reduce barriers to solar in new code proposals.· Work with local governments and state agencies to streamline solar permitting and increase access to solar.· Working with the Executive Director, build relationships with electric coops, public utility districts and municipal electric companies to improve solar incentives and net metering regulations.· Work with other SEIA affiliates, SEIA and regional and national organizations to learn best practices and improve Oregon’s regulatory, permitting and siting environment.Qualifications and Experience: OSSIA/OSEEF seeks a well-rounded Policy and Regulatory Affairs Director with utility regulatory experience, good attention to detail, and the ability to multi-task and work independently. A successful candidate will have a passion for equity and experience working with small teams.Desired additional qualifications:· Bachelor’s Degree in Policy, Engineering, Law or related field, or an equivalent combination of education and experience.· Two or more years of relevant regulatory experience including working with utilities, regulators and energy industry stakeholders.· Knowledge and experience with permitting and codes.· Knowledge of Oregon’s land use laws and renewable energy siting rules.· Experience and knowledge in both utility scale solar and distributed generation technical and regulatory issues.· Ability to travel across Oregon and on occasion outside the state for meetings with members and external stakeholders.· Excellent verbal and written communication skills; skilled in writing clear and concise reports and speaking with stakeholders from different backgrounds.COMPENSATIONSalary range is $65,000-$75,000/year for the full-time position, depending on experience.Health care and retirement benefitsThree weeks of vacation in the first year, accruing at ten hours/month, increasing to four weeks of vacation in the second year, accruing at 13 hours/month.Flexible work schedule.Cell phone and work-related travel expenses are reimbursed.Visit https://www.orssia.org/latest-news/2022/policy-director for more details.Application review will begin March 11, 2022.Job Type: Full-timePay: $65,000.00 – $75,000.00 per yearBenefits:Flexible scheduleHealth insuranceParental leaveRetirement planSchedule:8 hour shiftMonday to FridayWeekend availabilityEducation:Bachelor’s (Preferred)Experience:Utility Regulatory: 2 years (Required)Work Location: One location
