Job Description : General Engineer, Fort Belvoir, VA***SECRET CLEARANCE***SUMMARYThe General Engineer will conduct installation infrastructure vulnerability assessments of water, wastewater, electricity, heating, ventilation, and air conditioning (HVAC), petroleum products, fire protection infrastructure, generators, and natural gas systems that directly support the Mission Assurance Programs for Defense Threat Reduction Agency.ESSENTIAL DUTIES AND RESPONSIBILITIESAssess the water system vulnerability assessment and fire risk management surveys conducted by the installation.Conduct Structural Engineering vulnerability assessment of perimeter, Access Control Points, facility standoff, facility protection in support to the Mission AssuranceConducting vulnerability assessments of the above utilities to identify single points or lines of failure to terrorist attacks, insider actions, or natural disasters.Surveying HVAC systems for ground level air intakes and shut down switches.Assessing the supporting infrastructure for critical assets, including communication hubs and command and control facilities.Assessing fire protection infrastructure for adequacy to protect critical assets and primary gathering buildings.Assessing lightning protection and preliminary Electromagnetic Pulse protection/requirement for critical facilities.Assessing existing facilities, future facilities and all other planned facilities considering standoff requirements IAW Unified Facility Criteria, CCMD OPORDS and related DoD documents.Reviewing protection-related documents including; AT Construction Annex, Barrier Plans, and related Annexes.Identifying probably natural hazards that could affect the mission survivability of mission critical facilities and assets.Preparing Engineering tutorial and presenting during assessments when requested by the assessed location.Evaluating and making recommendation to MILCON projects under design.Preparing Assessment Team Reports based upon vulnerabilities observed during the assessments.Conducting blast analysis utilizing “Vulnerability Assessment and Protection Options (VAPO)” and other comparable software program, assess damage to facilities and personnel, and provide recommendations to reduce the blast effects.Conducting other assessment areas defined by the SME Benchmark matrix.SUPERVISORY/MANAGEMENT AUTHORITYThis position will not have supervisory authority.EDUCATION and/or EXPERIENCEBachelor’s degree in engineering discipline is requiredExperience conducting vulnerability assessments in the engineering disciplineA minimum of Five (5) years of experience working in a related engineering discipline; preferably within a federal or military settingKNOWLEDGE, SKILLS AND ABILITIESAbility to evaluate designs and provide recommendations as neededKnowledge of risk management concepts employed by DoD or Department of Homeland Security.Understanding of the effects of blast on various types of facilities.Knowledge and understanding of the Unified Facilities Criteria associated with design, infrastructure, DoD AT Minimum Building Standards, minimum standoff distance, fire protection, etc.Ability to effectively communicate via written and oral means.Ability to write well understood assessment reports.Ability to handle multiple tasks with little to no supervision.Ability to travel as needed for two (2) to three (3) weeks at a timeBe trained or the ability to complete training on the Vulnerability Assessment Protection Option (VAPO) softwareAn Active Secret Clearance verifiable in DISS is requiredA Top-Secret Clearance with SCI is strongly desiredThe ability to pass a federal background check and a drug screen is a mustWORK ENVIRONMENTThe duties of this position are primarily performed in a climate-controlled office environment at Fort Belvoir, VA. Occasional travel and overnight stay may be required.Pursuant to U.S. Presidential Executive Order 14042, Cherokee Federal is now requiring that all employees be fully vaccinated for COVID-19 by December 8th and going forward. Prospective employees will fall under this requirement and proof of vaccination will be required for on-boarding, should you be selected. Limited exemptions for religious or medical reasons will be considered.TEMPORARY NOTE: On Tuesday, Dec. 7, a federal judge issued an injunction blocking President Joe Biden’s COVID-19 vaccine mandate for federal contractors (EO 14042). Cherokee Federal is monitoring the court case and awaiting a final ruling.
