General Description and Classification Standards
As a part of the Department of Aviation (DOA), Facilities & Asset Management Division, the Facility Project Manager position will be responsible for managing, and overseeing facilities inspections, planning, and programming for Airport owned and managed facilities/assets and assisting with the management of condition assessments, renewal & replacement projects and capital improvements.
The Facility Project Manager position is an integral part of ensuring Airport facilities/assets remain in a state of good repair. This is a mid-management level position serving as a subject matter expert in one or more specific areas. This level is expected to have sound management technical and technical skills, ensuring success in this role. This position makes certain all airport facilities operate within federal, state, and local regulations and comply with standards relating to building codes, safety codes, and environmental regulations.
Supervision Received
Works under very general supervision. May work independently or with other skilled or semi-skilled workers with responsibility for completion of assigned tasks.
Essential Duties & Responsibilities

Oversees the inspection, troubleshooting and preventative maintenance planning process along with input into the Maximo, ISES and other associated Asset Management Software.
Gathers and evaluates all data relating to airport assets including Airport Support Facilities, forecasting capital improvements and major equipment renewal & replacement efforts required to maintain facilities in appropriate functional condition.
Demonstrates considerable skill in assessing the operational conditions of HVAC, Mechanical, Electrical, Plumbing and Control Systems including Building Management Systems and diagnostic devices.
Serves as a liaison with various DOA Business Units and Tenants to coordinate improvement efforts and provide facilities management expertise maintaining an agreed service level for the use of Airport facilities.
Ensures assigned projects are properly planned, funded and implemented in compliance with the approved scope, schedule and budget and in accordance with the appropriate policies and procedures and other requirements of the DOA.
Coordinates with Asset Management, Property Management, Maintenance, Planning and Design staff
Engages with internal and external DOA stakeholders including but not limited to AATC, TBI, Airlines and the FAA.
Performs condition assessments of airport facilities and supporting systems, generating reports that identify deficiencies and recommended solutions.
Monitors asset and equipment remaining useful-life.

Typically have formal facilities management, engineering, project management and/or project development responsibilities.
Knowledge, Skills & Abilities

Extensive knowledge of facilities management, asset management, properties, and maintenance.
Exceptional technical skills with respect to infrastructure and building systems.
Knowledge in Project Management related to scope, schedule and budget.
Skills in listening and communicating exceptionally to effectively convey information verbally and in writing.
Ability to manage assigned contracts and associated budgets.
Skilled in developing presentations, reports and case studies.

Qualifications
Minimum Qualifications – Education and Experience
Bachelor’s degree in engineering, architecture, business management, business administration and/or real estate. 5 years of specific professional experience. Must have some (preferably 3-5 years) project management or leadership experience; minimum of 3 years managerial or supervisory experience managing or supervising a maintenance and/or construction crew.
Preferred Education & Experience
Master’s degree in facilities management, engineering, architecture, building construction, or aviation management; and 5+ years of specific experience with extensive project management or leadership experience is preferred.
Licensures and Certifications
None required.
Project Management Professional (PMP) Certification issued by the Project Management Institute (PMI)
Certified Facility Manager (CFM); or the Facility Manager Professional (FMP) issued by the International Facility Management Association (IFMA) are highly desirable licensures and certifications.
Essential Capabilities and Work Environment
Required physical, lifting, and sensory capabilities are requirements to perform the job successfully. Typical environmental conditions associated with running major hub airports.
