POSITION TITLE: Facility Engineer
DEPARTMENT: Facility Operations
POSITION UNDER THE SUPERVISION OF: Facilities Manager
POSITION SUMMARY:
This position serves as an Engineer-Project Manager for the Yakutat Community Health Center (YCHC). This position facilitates design and construction of engineering activities for YCHC and provided project management oversight.
This position requires compliance with Health Center’s compliance standards, including its Standards of Conduct, Compliance Program, and policies and procedures. Such compliance will be an element considered as part of the position’s regular performance evaluation.
DUTIES AND RESPONSIBILITIES:
Serves as project manager providing design and construction project management from start-to-finish.
Develops scope of work, Request for Proposals, manages construction contracts, makes recommendations on project funding; maintain understanding of contract administration and applicable regulations.
Assist with acquisition of funding opportunities, grant management, and reporting to various agencies.
Represents the YCHC, a sub-department within the Yakutat Tlingit Tribe as the principal engineer and project manager.
Provides review of designs, specifications, contract requirements and, reviews and inspects contractor’s work for compliance of design and/or scope of work, processes and approves contractor’s pay-requests.
Represents the YCHC on the Alaska Native Tribal Health Consortium (ANTHC) Maintenance and Improvement Rural Advisory Committee (MIRAC).
Assist YCHC leadership in future planning and development, both new and renovation, including health facilities supporting infrastructures, land acquisitions, temporary housing, and other tribally owned interests.
Serve as project leader; guide, direct, recommend, and assign work in relation to project administration.
Performs or consults on Deep Look Surveys, Health Care Finance Administration (HCFA) Surveys, and Joint Commission on Accreditation of Health Care Organization (JCAHO) Surveys.
Determines whether the complexity of the audit or investigation objectives calls for independent assistance from outside engineering experts.
Reviews activities including statement of work, cost estimates, performance requirements and inspection reports that support accepting the work for payment.
Prepares engineering reports as required.
Must comply with federal laws and regulations as required by the Health Insurance Portability and Accountability Act (HIPAA) and the Privacy Act of 1974.
Performs other duties as assigned or required.
KNOWLEDGE, SKILLS AND ABILITES:
Working knowledge of civil, electrical and mechanical engineering concepts, principles, and practices as it relates to facilities’ design and construction.
Knowledge of the Joint Commission (TJC) accreditation requirements.
Skill in assessing and prioritizing multiple tasks, projects and demands.
Skill in use of personal computer and a variety of job-related software applications.
Skill in establishing and maintaining effective working relations with co-workers.
Ability to analyze, plan, organize, and manage resources in order to accomplish construction projects.
Ability to communicate effectively, both in writing and orally.
Ability to speak and write in Engilsh.
PHYSICAL DEMANDS/WORK ENVIRONMENT:
The following demands are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit, stand and walk for extended periods of time. The job requires work in extreme weather conditions on construction sites.
This position requires possible exposure to hazardous work environments that require special safety precautions and use of personal protective equipment (PPE) in certain situations. The YCHC is not a latex free environment. Therefore, some latex exposure can be expected.
May be required to work outside the traditional work schedule. May be called out to work off-shift in emergency situations.
This position requires operation of a motor vehicle.

QUALIFICATIONS:
Bachelor’ Degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum. Or, a Bachelor’s Degree in a related field, such as architecture, construction management and one (1) year of professional engineering experience.
An Engineering-in Training (EIT) certification is required.
Professional knowledge of theories, principles, practices, and techniques of Engineering (mechanical, civil, or environmental) as demonstrated through experience and education.
Preference will be given to applicants with current registration as a Professional Engineer (P.E.), or ability to obtain within 6-months of hiring.
Must be fluent in English both verbal and written.
Must be able to travel as necessary for required training.
Effective March 15, 2022, as a condition of employment, all individuals must be fully vaccinated against COVID-19 upon commencing employment with the Yakutat Community Health Center, subject to legally required exemptions. If selected, you will be required to be vaccinated against COVID-19 and submit proof of vaccination.
Possession of or ability to readily obtain a valid driver’s license issued by the State of Alaska with a clean driving record.
Must carry the mandatory level of vehicle insurance required by the State of Alaska.
Must successfully pass a criminal and background check, and a pre-employment drug screen. |
