REQUIREMENTS AND PREFERENCES
The Broward County Board of County Commissioners is seeking qualified candidates for Environmental Compliance Specialist.
Manages contamination cleanup projects in accordance with the Florida Administrative Code, Broward County Code, and
the Cleanup and Waste Regulation Section’s Performance Review Criteria; issues warnings, citations and notices of
violation, and/or other enforcement actions, as warranted, against licensees/responsible parties with non-compliance
issues and/or violations cited; participates in hearings concerning violations of state and local laws; maintains enforcement
case records.
Reviews analytical data and/or reports of contamination, and makes a decision regarding the need to license the facility for
assessment and remediation.
Reviews and processes approval of licensing for the assessment and remediation of chemical contamination in soil and
groundwater; provides review of non-petroleum contaminated site cleanups, including site assessment reports, remedial
action plans and monitoring plans and reports; reviews construction plans and dewatering plans, conducts regular
inspections to ensure that contractors have performed assessment and cleanup work in accordance with rules, regulations
and best management practices; reviews documents from attorneys/responsible parties related to site rehabilitation.
Coordinates with other team members processing and approving Planning and Environmental Reviews; attends meetings
with consultants and coordination, teleconferences, and training meetings with FDEP.
Keeps abreast of current cleanup and brownfield rules and regulations; completes additional projects and/or responds to other Divisional needs as requested.
Performs related work as assigned.
General Description
Serves as a project manager for environmental projects related to regulatory compliance.
Works independently, under limited supervision, reporting major activities through periodic meetings.
Minimum Education and Experience Requirements
Requires a Bachelor’s degree from an accredited college or university with major coursework in environmental sciences, environmental planning, engineering, geology, or closely related field.
Requires two (2) years in environmental/natural resource program compliance or closely related experience.
Special Certifications and Licenses
None.
Preferences
Advanced degree in environmental sciences, environmental planning, engineering, or geology.
Engineer-in-Training (EIT) certification.
Professional Geologist (PG) license in the State of Florida.
Professional Engineer (PE) license in the State of Florida.
OSHA Hazwoper Certification.
1+ year experience in Field Sampling and Collection.
1+ year experience in POSSE/Winchester.
1+ year experience in State database systems (OCULUS, STCM).
1+ year contaminant fate and transport modeling.
DUTIES AND RESPONSIBILITIES
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Manages projects and consultant coordination including project critical paths, organizing field work, project update meetings; renews/procures contracts, proposals and agreements; provides administrative project management, invoicing review, payment processing, retainage release, and final payment/project close-out.
Conducts environmental compliance inspections; performs regulatory agency coordination for environmental compliance inspections; maintains regulatory permits necessary for continued operation.
Receives and responds to noise complaints and inquiries; conducts and coordinates tenant inspections.
Utilizes/analyzes data specific to current site conditions from laboratory analysis of soil/groundwater site samples to guide the progression of remediation/mitigation at related environmental projects; creates reports from this data and the analysis for which remediation techniques would best be utilized are weighted on a project to project basis depending on site characterization and contamination profiles.
Performs related work as assigned.

Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a regular and recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of electronic office equipment within moderate tolerances or limits of accuracy.

Involves routine and frequent exposure to traffic; moving machinery.
