Description

Under the direction of the Mechanical Integrity/Reliability Manager, the Chief Inspector leads a team of Refinery inspectors to maintain a high level of fixed equipment, safety and reliability, while maintaining compliance with industry codes and standards.

Responsibilities May Include

Execution of the fixed equipment inspection programs including the day-to-day supervision and coordination of staff Refinery inspectors and contract inspectors, under the guidance of the Mechanical Engineering Supervisor.

Providing direction, support and mentoring for a staff of properly certified API Refinery inspectors.

Provides support in the areas of metallurgy, corrosion, coatings, welding, temporary repairs and piping and pressure vessel design.

Provides guidance on the selection and fabrication of materials, corrosion control, corrosion monitoring, non-destructive testing and maintaining mechanical integrity of Refinery fixed equipment.

Actively participating in Phillips 66 Fixed Equipment Network activities, including development and reviews of best practices and standards, sharing of lessons learned and providing technical consult as needed to other Phillips 66 refineries.

Staying apprised of industry knowledge in the area of fixed equipment reliability via membership and participation in industry groups such as NACE and API.

Responsible for developing Risk Reduction Inspection Projects based on learnings in the industry and from other Phillips 66 refineries.

Developing and maintaining mechanical integrity procedures, guidelines and work instructions.

Required Qualifications

Legally authorized to work in the job posting country

Valid driver’s license

High School diploma / GED equivalent

Wear Nomex fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)

Maintain face daily so that a respirator/face mask can seal properly, being free of facial hair and/or clean shaven

Knowledgeable and conversant in requirements of ASME B31.3, ASME Boiler and Pressure Vessel Code Sections I, V, VIII and IX and API Inspection Codes 510, 570 and 653

Knowledgeable and conversant in damage mechanisms that affect refinery equipment including fundamentals of corrosion, basic forms of corrosion and methods of corrosion control

Knowledgeable in risk-based inspection methodologies and how to utilize the methodologies

API 510/570/653 Certifications

10 or more years of experience in refinery or chemical plant, including experience with fixed equipment mechanical integrity programs

Direct experience as an inspector

Accepts ownership, is accountable and delivers on commitments

Preferred Qualifications

Bachelor’s degree in Metallurgical Engineering, Materials Engineering, Mechanical or Chemical Engineering with emphasis on advanced studies in corrosion, metallurgy, welding and/or materials science

Possess industry qualifications and certifications, such as API/AWS CWI/NDE

Knowledgeable in performing remaining life and fitness for service evaluations

Demonstrated supervisory and leadership skills and experience; ability to lead a diverse team of inspectors

Demonstrated ability to adapt and respond to unforeseen changes in the work plan and initiate new plans as needed

Ability to communicate effectively with key stakeholders and network stakeholders, good oral and written skills

Computer proficient with applications such as Word, SAP, Excel, API RBI, PCMS and Outlook

The Ponca City Refinery is located in Ponca City, Oklahoma, approximately 95 miles northwest of Tulsa, Oklahoma. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, medium and heavy crude oil delivered via pipeline from Oklahoma, Texas, New Mexico, the U.S. Rockies and Canada. Infrastructure improvements have enabled the delivery of locally produced crude oil by pipeline and truck. The refinery produces a high percentage of transportation fuels and anode-grade petroleum coke. Refined products are primarily distributed to customers by company-owned and common carrier pipelines to markets throughout the Midcontinent region.
