Job Description : The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as an Assistant State Engineer in the agency’s Maintenance Division.

The successful candidate will provide leadership and direction to the Maintenance and Pavement Management Programs, while also strategically leading Roadway Inventory and Performance Planning and partnering with districts statewide on programmatic improvements.

This rewarding position’s specific responsibilities and duties will include, but are not limited to:
Overseeing VDOT’s statewide pavement management program and maintenance management system through the interpretation of federal and state laws, application of sound engineering evaluations, decision-making judgment, and best practices.
Prioritizing, and assigning work, setting schedules for the achievement of projects and meeting deadlines, assessing workloads and resources, and recommending staffing levels. Determining the need for outsourcing Overseeing and providing effective working relationships and promotion of staff development.
Providing technical recommendations on pavement evaluation and management topics, as well as maintenance management system topics.
Assuring adherence to schedules, budgets, and quality control standards through effective policies and procedures. Develop and propose new policies and procedures based on continuous review of activities and operations in order to increase production and achieve cost savings.
Directing Maintenance Division in the development and maintenance of Highway Maintenance Management System and Roadway Inventory Management System (HMMS) to ensure performance monitoring data is submitted to FHWA.
Providing guidance and direction in research and deployment of new technologies and best practices to improve the efficiency and effectiveness of statewide program areas.

Minimum Qualifications
Minimum Qualifications

Valid Professional Engineer’s license.

Comprehensive knowledge of federal and state regulations and policies related to transportation.

Knowledge of asset preservation, programming of multiple projects and programs, transportation facilities, and operations related to an asset management program.

Knowledge of business management principles involved in strategic planning, resource allocation, human resources, leadership techniques, production methods, and coordination of people and resources.
Knowledge of highway maintenance and construction engineering and program evaluation.
Ability to develop programs, policies, procedures, and long-range goals.
Ability to supervise and manage a large and diverse professional staff.
Ability to establish effective working relations with multiple groups and stakeholders to motivate and build working partnerships across organizational and geographical boundaries.
Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and prepare reports.

Skilled in the use of computers and web-based applications.

Preferred Qualifications
Preferred Qualifications

Master’s degree in civil engineering or related field preferred.

Considerable or progressively responsible experience in the management of transportation engineering programs or projects to include supervision of professional staff.

Special Requirements
This position requires a fingerprint-based Criminal History Background Check, DMV Record Check, and Work History Verification with references.

VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
This position is eligible for telework opportunities; availability, hours, and duration are at the sole discretion of the Department Manager in accordance with VDOT’s Teleworking policy.

This position is designated as essential, employees may be required to work in emergencies, including weekends, holidays, and after normal business hours; assignments may vary based on business needs to include working in severe weather.
