DESCRIPTION OF WORK
DGS Public Works strives to be a trusted partner in our Client Agencies’ business strategy and ensure superior customer service and satisfaction.

The Assistant Director is responsible for technical and administrative leadership to ensure the timely and effective delivery of a state-wide portfolio of construction projects. The Assistant Director champions Lean Design and Construction principles and ensures projects are delivered using the DGS Project Delivery System with best practice project management techniques appropriate to the type and scale of the projects to maximize value and realize the project goals.

Leading a group of Portfolio Managers, the Assistant Director promotes professional development, accountability, engagement and cultivates a learning environment while challenging each team member to reach their highest potential. The Assistant Director monitors portfolio outcomes, updates standard work, and works with the Director to ensure continuous alignment of project management services with the Commonwealth’s capital construction program goals.

Work Schedule:
8:00 a.m. – 4:30 p.m.
Monday – Friday
Lunch Period: 1 Hour
Work Schedule start and end times are flexible and are established with the employee during the hiring process.

Telework:
You will have the opportunity to work from home (telework) up to 4 days a week (1 day a week in the office). In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

Salary:
Starting salary is based on experience within the range described in this announcement.
REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
One year as a Design and Construction Portfolio Manager, DGS or

Nine years of professional engineering, architecture, or construction administration experience, which included one year in a supervisory capacity over professional staff involved in engineering and architectural design and the review of large, multi-level complex building structures, and a bachelor’s degree in electrical engineering, mechanical engineering, civil engineering, architecture or a closely related field; or

An equivalent combination of experience and training.

Additional Requirements:
Possession of a valid professional license from the Commonwealth of Pennsylvania (or a reciprocal jurisdiction) such as Registered Architect (RA), Professional Engineer (PE), Professional Land Surveyor (PLS), Professional Geologist (PG), Professional Landscape Architect (PLA), Certified Industrial Hygienist (CIH) or a credential from a nationally recognized and accredited professional certification program such as Certified Hazardous Materials Manager (CHMM) or Certified Construction Manager (CCM).
Minimum 2 years of experience supervising a professional staff in the architecture, engineering or construction industry in the public or private sector or equivalent.
Extensive experience leading business process improvement and lean methodology, with a strong focus on customer service, facilitation, and conflict resolution skill.
Experience facilitating and implementing continuous improvement projects to improve project outcomes on building construction projects.
Practical knowledge of engineering and/or architectural principles within a discipline related to facilities and infrastructure design and construction.
Practical knowledge of common permitting requirements for building construction projects and their requirements.
Preferred Qualifications (not required):
Project Management Professional (PMP)
LEED AP
Lean Six Sigma Certification
