What You’ll Do
As the Y-12 Development Transition Manager, you will work with an established project team and be Y-12 Development’s liaison for the effort to relocate Y-12 Development equipment, processes, and laboratories from Building 9202 to new facilities (Googin Technology Development Center, Test and Demonstration Facility, Manufacturing Sciences Corporation Facility, and Building 9203/9203A).
You will be responsible for developing and executing the project execution plan for the Y-12 Development Relocation Bridging Strategy. The initial facility conceptual design and equipment move/buy analyses have been completed. You will assist in the preparation of updated cost estimates for equipment relocation efforts, new equipment purchases with installation, and Y-12 Development personnel relocation.
You will serve as Y-12 Development’s liaison with CNS leadership, vendors, and contractors as required to ensure completion of assigned objectives.

Minimum Job Requirements
Bachelor of Science in Engineering or a related science from an Engineering Accreditation Commission (EAC) Accreditation Board for Engineering and Technology (ABET) accredited program in the United States or designated equivalents from Canada or Mexico, the Washington Accord, or the list of substantially equivalent as documented by ABET.
Minimum of 7 years of job-related experience. (5 years with an M.S. or 2 years with a Ph.D.)
Minimum of 2 years of experience in transition management
OR Master’s degree in Engineering or related science and miminum 5 years of relevant experience
OR PhD in Engineering or related science and minimum 2 years of relevant experience
Demonstrated knowledge and expertise in project management
Preferred Job Requirements
Bachelor of Science with at least 12 years of job related experience
Must have the ability to exercise initiative, independent judgment, and discretion under limited supervision; develop, manage, and report planned cost and scheduled work; and develop a plan for recovery in order to successfully achieve overall objectives
Demonstrated knowledge and experience in facility requirements and their implementation
Demonstrated knowledge and experience in R&D laboratory equipment and processes
The position requires the ability to clearly and effectively communicate through oral and written word, interpret requirements and generate written reports for both internal as well as external customers
Excellent managerial, collaborative, interpersonal, and communication skills
Strong analytical skills
Excellent time management and organizational skills
An understanding of functional responsibilities across the Y-12 Site
Demonstrated ability in technical writing and data analysis

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
